Carrolltown
Center Management Gives Update

At
7:30 p.m. on Thursday February 22, 2007, the monthly Freedom Area
Citizens’ Council meeting was held at Freedom Christian Church
in which Dixon Harvey, president and founder of Black Oak Associates,
came as a representative to discuss the future of the 330,000 square
foot Carrolltown Center.
Black Oak purchased Carrolltown in 2005 with plans for redeveloping
the building into an attractive, more updated facility. Local tenants,
however, have expressed criticism about the state of Carrolltown.
The condition of Carrolltown over the past few years has deteriorated;
graffiti can be found on some of the walls and bare trees mark the
landscape. Business for local retailers is not high either. Lately,
mall security has become a major factor and the mall is a ghost
town for the majority of the time.
It was hoped that with Black Oak purchase and plans that Carrolltown
would soon be under construction. However, tenants within the mall
have become obstacles in the way of improving the mall. According
to Harvey, tenants with long term leases are slow to negotiate and
therefore no progress on the mall can be made until an agreement
is reached between Black Oaks and the tenants. Discussions have,
according to Harvey, been positive despite the lack of a resolution
which would allow planning and construction to begin.
Local residents voiced their concerns over the upkeep of Carrolltown
and how its condition affects the community. Complaints were made
about delinquents in the area as well as comments on the buildings
unattractive appearance, such as broken fences, boarded entries,
and poor lighting in the parking lot at night. Residents and business
owners felt strongly that Black Oaks needed to take additional action
in maintaining the upkeep of the building until construction is
underway.
Harvey remained optimistic about the center however, saying that
there has been strong interest for retailers to come in to the new
mall.
Completion of the new Carrolltown Center could possibly take up
to or over two years once agreements are made. Currently, redevelopment
for the center is expected to begin sometime in 2008-09.
Black Oak is also responsible for the development of the Eldersburg
Marketplace, noted mostly for Martin’s, Kohl’s, and
Home Depot. Black Oak is also currently working on a green development
called Main Street Eldersburg, which will be located on Londontowne
Boulevard.
