During the investigation, a Sheriff’s Office Crime Scene Technician recovered latent fingerprints from several of the vehicles. A forensic comparison conducted by the Maryland State Police Crime Lab linked the recovered fingerprints to Bivins. An arrest warrant was issued charging Bivins with; Theft – Scheme, Rogue & Vagabond and Malicious Destruction of Property. Bivin’s is currently being held at Carroll County Central Booking where he is awaiting a bail review before the District Court Commissioner.

According to the previous year’s Crime in Maryland Report, serious property crimes account for 85% of all crime in Carroll. Further, Sheriff’s Office investigators estimate the theft of electronics, tools, cash and other valuables from unlocked vehicles, sheds and homes account for almost three-fourths of those crimes. Residents are reminded to roll-up car windows, lock car doors and remove valuables from site when leaving their vehicle unattended. Also, residents are asked to report unfamiliar vehicles and persons roaming neighborhoods and parking lots during the late evening and early morning hours.
